This meeting will be held virtually and in-person at the Council Chambers located on 2415 University Ave, First Floor East Palo Alto, CA 94303. The virtual portion of this City Council meeting will be conducted in accordance with City of East Palo Alto Resolution adopted pursuant to Assembly Bill 361.

The public may participate in the City Council Meeting via Zoom Meeting or by attending in-person in the Council Chambers at 2415 University Ave, First Floor East Palo Alto, CA 94303. Community members may provide comments by emailing cityclerk@cityofepa.org, submitting a speaker card at the meeting, or using the RAISE HAND feature when the Mayor or City Clerk call for public comment. Emailed comments should include the specific agenda item on which you are commenting.

3.1

Residential Permit Parking Program Study Contract Award

 

Recommendation:

Adopt a resolution:

 

1. Authorizing the City Manager to award, negotiate and execute an agreement with Dixon Resources Unlimited (DIXON), in a form approved by the City Attorney, in the amount of $232,850 with a 10% contingency in the amount of $23,285 for a not-to-exceed amount of $256,135 to conduct follow up studies and investigations associated with the Residential Permit Parking (RPP) Ordinance, for Option 1 (DIXON-led data collection) of Task 2 together with Optional Services A, B, C and D as set forth in DIXON's cost proposal, the not-to-exceed amount being the maximum total payable to DIXON under the agreement, inclusive of all other direct costs, reimbursables, pass-through expenses and any time-and-materials billing; and

 

2.Finding that the proposed action does not constitute a project with the meaning of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines sections 15378(b)(4) and (5) in that it is a governmental fiscal, organizational or administrative

FY 2025-26 Fourth Quarter Treasury Report

 

Recommendation:

Accept and file the Cash Treasury Report for the month of June 2026.

FY 2025-2026 Capital Water System Improvement Payments to Veolia

 

Recommendation:
  1. Authorizing the City Manager to reimburse Veolia for city-wide capital water system improvements and appropriating an amount not to exceed $213,010.00 from the Water Capital Fund for FY 25/26 for that purpose; and 
  2. Finding that the action being considered does not constitute a “Project” within the meaning of the California Environmental Quality Act (CEQA), pursuant to CEQA Guideline section 15378 (b)(5), in that it is a government administrative activity that will not result in direct or indirect changes in the environment, and that pursuant to section 15301 (minor alterations) as it involves minor improvements to existing facilities.

Second Amendment Retroactively Extending the Term of the Agreement with Willdan Financial Services, and Ratification of Services Accepted and Payments Made After Expiration of the Term

  1. Finding, on the basis of this report and the record, that the scope of services described below were previously authorized by the City, were actually and necessarily performed by Willdan Financial Services, conferred a direct benefit on the City and on the East Palo Alto Sanitary District, and that payment for those services serves a public purpose;

 

  1. Ratifying all acts of City officers and staff in requesting, accepting, and paying for services performed by Willdan Financial Services after expiration of the term of the Agreement on December 31, 2025, including the City Manager’s exercise of the six-month extension option.;

 

  1. Approving the City Manager to execute the Second Amendment;

 

  1. Ratifying payment of invoices totaling $12,000 paid to Willdan Financial Services after expiration of the term, and find that those payments are within the not-to-exceed amounts previously authorized by the City Council and were made from appropriations lawfully available at the time of payment; and

 

  1. Finding that the action is not a “project” within the meaning of the State CEQA Guidelines (Cal. Code Regs., tit. 14) section 15378(b)(5). [R2]

8.1

Inclusionary Housing Alternative Compliance Option for 2120-2160 Euclid Ave Mixed-Use Project (Portion of APN 063-292-380)

 

Recommendation:

Recommendation

 

Adopt a resolution:

 

a) Finding that the proposed alternative for the 2120-2160 Euclid Avenue, mixed-use development project at 2120-2160 Euclid Avenue (portion of APN 063-292-380, "Project") meets the City's Inclusionary Housing Ordinance ("IHO") requirements for an alternative compliance option under Section 18.37.080 of the East Palo Alto Municipal Code ("EPAMC"); and.

 

b) Finding that the action being considered does not constitute a "Project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines Sections 15378(b)(4) and (5) in that it is a governmental fiscal, organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

The proposed project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to the Class 32(In-Fill Development Projects) exemption under California Code of Regulations, Title 14, Division 6, Chapter 3, Article 19, Section 15332.

 

Class 32 exemptions apply to infill development projects that meet the following criteria:

 

  • Consistency with the applicable General Plan designation, policies, and zoning regulations;
  • Location within city limits on a site no larger than five acres, that is sustainably surrounded by urban uses;
  • No value as habitat for endangered, rare, or threatened species;
  • No significant effects related to traffic, noise, air quality, or water quality; and
  • Adequate provision of all required utilities and public services.
